Bolduc was a police officer in Laconia, New Hampshire. He graduated from Salem State University as a distinguished military graduate and received an M.S. in security technologies from the United States Army War College. Bolduc served in the Army as a sergeant, second lieutenant, and brigadier general. Bolduc also served on the Office of the Secretary of Defense's joint staff.
